This report reflects the judgment of the PCA Environment and Energy Data
Subcommittee regarding Toxic Release Inventory (TRI) threshold determinations
and Form R and Form A report preparation as part of Section 313 of the Emergency
Planning and Community Right-to-Know Act (EPCRA) of 1986, also known as
Superfund Amendments and Reauthorization Act (SARA) Title III. Information
highlighting changes pertaining to the 2009 Omnibus ruling which reverts TRI
collection requirements for Forms R and A back to the rules in effect prior to
December 22, 2006 is summarized and was extracted from the “Toxic Chemical
Release Inventory Reporting Forms and Instructions,” EPA260-K-08-001, October
2008.
